It should get better. I think the solution to this problem should occur
on the server side. There is a commercial product out now that basically
(among other things) squishes all IP's into 1:
http://www.hydraweb.com/faq.html, I imagine there will be other
similiar solutions in the future.

I have no connections with hydraweb other than seeing them at ISPCON, and
being impressed with their product.
