FreeBSD 2.1R and ICP port 3130

Hello all,

I've just installed squid on a FreeBSD 2.1R system (I've installed
both versions 1.0.10 and 1.0.0), so I'm a complete newcomer to
this.

I can get squid up and running with no problems if I DON'T use the
icp_port (set the icp_port TAG to 0).

When I try to use the icp_port, squid fails to start with the
following message:

socket FD 18 to *:3130: (48) Address already in use
FATAL: Cannot open Outgoing ICP Port
Squid Cache (Version 1.0.0): Terminated abnormally.
CPU Usage: user 0 sys 0
Memory Usage: rss 5552 KB
Page faults with physical i/o: 11

I get the same "Address already in use" message no matter which
(apparently) unused socket number I try (and I've tried a bunch of
random sockets that don't appear in /etc/services...).

I see the same problems with both versions 1.0.10 and 1.0.0.

Any FreeBSD 2.1R users out there who have a solution or hints on
fixing this?
