Use Automatic Proxy Configuration in Netscape Navigator
(see http://home.netscape.com/eng/mozilla/2.0/relnotes/demo/proxy-live.html)
and have at least an "isPlainHostName(host)" condition, e.g. from
my cache.pac:

function FindProxyForURL(url, host)
{
    if (isPlainHostName(host) || // all local hosts
        dnsDomainIs(host, ".itr.ch"))
        return "DIRECT";

    else if (url.substring(0, 5) == "http:" || // protocols we cache
             url.substring(0, 4) == "ftp:" ||
             url.substring(0, 7) == "gopher:")
        return "PROXY proxy.itr.ch:3128";

    else if (url.substring(0, 5) == "wais:") // wais gateway
        return "PROXY www.w3.org:8001";

    else
        return "DIRECT"; // all other protocols
}
