My solution to building squid under linux was to do

        make "AC_CFLAGS=-Wall -O2 -m486 -D_BSD_SOURCE"

which worked fine... except since I am working from home on a remote
machine I have not actually tried running this config yet.... ie it
compiled but is untested.

Obviously the configure script needs fixing here - it must compile
the test programlets with different environment to the main build
(unless it just grep's).
