Restrict access message from Squid 1.0.18 ?

 Hello!

I'm trying to configure a Squid (1.0.18) to restrict the access for users
outside our office. This works OK with the http_access entry in squid.conf,
but I would like to give the denied users a message why they where aborted.
I tried to use the err_html_text entry but that did not work.

Is there a way to do this?
How?

Please help me anyone!!!
