Each time the browser starts up, it retrieves the configuration file.
So, if it is changed, the new configuration is read either by using
"reload" in the proxies sub-menu (Netscape) or by restarting the browser.

That's a good question :-). I read a press release or something like that
about the latest MSIE (which is 3.01) that is said to support Netscape
style automatic proxy configuration.
So, (in theory) the same URL can be given as an automatic proxy
configuration to Netscape and MSIE.
