Does SIGHUP kills all conncections ?

kill -HUP reconfigures a running squid. In cache.log squid says:

97/02/12 14:41:06| reconfigure: SIGHUP received
97/02/12 14:41:06| Waiting 30 seconds for active connections to finish

Does it mean that squid will close all active connections ? This would be
bad for long time connections (FTP sessions) - right ?
