Squid Proxy authentication

Hi.

We are using proxy authentication for users get access to the internet.
How can i enable a password change ?

If user type a wrong password, squid send the following message:
 
"...if you have difficulties authenticating yourself, or change
your default password" (this is a link for chpasswd.cgi).

What is chpasswd.cgi ? Where can i find it ?
