The ISS patches are now obsolete, numerous bugs have been fixed which
fix hanging connections when SYN/RST cookies are enabled in the kernel
for SYN flood protection.

All of the ISS performance work and bug fixes galore went into the
real 2.0.30 and I suggest everyone run that instead.
