acl or Redirector ??

Hello
        I have a very simple question for you all. Is it better to restrict
access to certain sites via acls in the squid.conf or via an external
redirector??

My understanding of the redirector is that I can edit it and NOT have to restart
squid, and I can simply 'redirect' the request to a ``safe'' page.

I have a setup something like:

     P1-----------+--Modem Pool
    / \ \
   / \ \___School 3
 C1 C2
 | |
School 1 School 2

Schools 1 & 2 are 28.8 Modems Running squid 1.1.8 (Soon 1.1.10)
School 3 is via ethernet
The Modems are paying customers (ie I cant do anything to block where they go)
P1 is squid 1.0.18
