Linux:Cannot bind socket FD 63 to *:0: (98) Address already in use

Hi,
I am getting these error messages 400 per day,
having a total of 250000 requests.
I run squid-1.0.20 on Linux 2.0.30 + filehandle.patch.linux.7
on a PentionPro 200 + 256 MB memory.

Does anybody run squid on Linux with high load (>200k reqests)
without these problems?
If yes, please tell me your configuration!!!
