Connection-retry patch ipcache

I've configured my cachemgr.cgi to be accessable from anywhere, and you
don't need a password to peruse the IPcache Contents screen. So, if you'd
like to take a look at how the connection-retry-patched IPcache output
looks, feel free to check it out. The hostname is "proxy.comshare.com."
