Something's very wrong there. It may be a good idea to go into the squid
build dir and type "make realclean" and rebuild squid from scratch. argc
should never be 0. This could all just be a symptom of a nastier problem
with something writing on the stack.

Check there's no funny control characters on that line, and that if its the
last line of the file, its got a terminating CR. Also, if you've been
editing this from Messy-Dos/Windoze, then you may want to check that it
hasn't got terminating Control-M's (although a think squid filters those
out anyway).
