I was running on approximately that hardware (more memory). The only
advice I can offer is to avoid using the advanced file system stuff.
You are better to have several cache_dir configurations. We
comfortably handled 200k requests per day on that sort of hardware
while the machine was running other services, although the other
services did cause slowdowns.

I didn't do anything special that wasn't already documented in the
squid Documentation off http://squid.nlanr.net/Squid/ . My rulesets
were simple enough that I didn't bother with the splay trees, etc.
