Help needed

Hi,

We are experiencing the following phenomenon:

We send a URL to Apache and Apache returns the
html page that it contains even if it is a day
or more old. It does this while recording a
TCP_HIT in the access.log.

We send a second identical URL to Apache and Apache
now sends the latest available html page while recording a
TCP_REFRESH_MISS in the access.log

Why does Apache send an old page and then sends the new, latest
page only after a second request?

Can we get Apache to send the latest page in response
to the first request?

The URL we are using is:

http://www.weather.com/weather/us/cities/PA_Willow_Grove.html
