RE: Degrading Hit Ratios

If the child has a 15% hit rate and the parent 25%, then for every 100
requests, 85 go through to the parent, where 21 are hits. Thus you have
a 36% hit rate (15% + 85%*25%).

Note that some older versions of NOVM had IMS problems - ensure you're
using a modern version such as 1.1.16.
