squid 1.1.19 starts as root

I have a problem with version 1.1.19: It seems that it doesn't read the
'cache_effective_user' option from the config-file. In the config-file I have:

cache_effective_user nobody nobody
--------

But if I start squid as root, I get this:

Why???

If I start squid explicitly as user 'nobody' it starts without a problem. In
the version ealier than 1.1.19 it works without a problem.
