Access Denied for 1.1.19?

I was just going to upgrade from 1.1.18 to 1.1.19. I kept my old
configuration file and I noticed something:

When compiling USE_BIN_TREE's in the Makefile, my configuration brings up an
"Access Denied" message about my client not being authorized to use the
server.

When compiling without it, everything works as it should.

The acl's in the conf file are all set to their default values (ones which
came with the dist file).

Just curious if this is the correct behavior or not. If so, what needs to be
done to get BIN_TREE's?
