At a guess, I would say it's quite feasible.

Set them as a cache_host, parent, with 'default' and 'no-query'. Set the ICP
port in the cache_host line to 7, and turn single_parent_bypass 'on'. That
should get your proxy fetching from theirs with no rigamarole.

Same goes for squid to
any-other-kind-of-parent-that-understands-http-proxy-requests-but-you-aren't-sure-about-icp.
