cache_host_acl and bgp

Hi all,
Our acl to force all sites within the peering exchange to be fetched
directly causes squid to slow to near full stop when it is enabled. The
relevant entries are:

acl exchange dst "/usr/local/squid-1.1.20/acl/directnet"

cache_host_acl proxy1 !exchange
cache_host_acl proxy2 !exchange

The acl file is of the format:
198.25.47.0/255.255.255.0

Any ideas?
