storeWriteCleanLog: Not currently OK to rewrite swap log

Hello.

Problem:

squid -k interrupt.

squid write swap log and exiting normaly.

When rebuilding storage in FAST MODE (new start):

Then squid restarting and rebuild storage in normal (slow) mode,
and then restarting by FATAL once more :(

No reason, no coredumps, no nothing :( Why!?
