Squid is Caching but not always retrieving from it

I am running squid 1.1.20 on Redhat Linux 2.0.32. The cache has
been steadily growing for the past two weeks and is now at about
250Mb. The Linux box is a Pentium 133, 64Mb ram and a 2.5Gb
HDD.
        
Although it is caching OK, it doesn't seem to always use that
cache for future 15000 requests. This is always the case for the
Netscape search pages (when using the Net Search button) to display
the search pages. This is particularly a problem as we are a school
and it is the pages accessed by this button that get used the
most. I have tried clicking on a HTTP page in the Objects list
from the CacheMgr and there is still a lot of modem activity
and slow page display.

Yet, I have no real difficulty with other pages such as the
Squid home pages.

Why do the NetSearch pages always have to retrieve data from
outside the cache and how can I stop it?
                                                
Why does it appear that even though pages have been cached, they
are not subsequently being distributed from the cache?

Any help is appreciated.

PS I have had a previous version of Squid (1.1.1?) running on
Slackware 2.0.0. without these problems.
