Proxy parent ?

Dear all,
I use Squid-1.1.21
 How to make that the users first proxy passed on second which download
for them that that is necessary for them, and if second is switched off
worked first.
Whether it is possible so to adjust squid ?
Second proxy csmproxy-server.
I use options in first proxy squid.conf

cache_host my-second--proxy parent 3128 3130 no-query default

it`s not working my first proxy not conected to second proxy.... :(

Help me please.
