Question transparent WWW-proxy

Dear All,
There was a problem with ipfilter, I use IP Filter version: 3.2.3
We install transparent WWW-proxy with ipnat

 -> cat trans.rul
rdr le0 196.187.11.31/32 port 80 -> 196.187.11.31 port 80
rdr le0 196.187.11.31/32 port 21 -> 196.187.11.31 port 21
rdr le0 0.0.0.0/0 port 80 -> 196.187.11.31 port 3128
rdr le0 0.0.0.0/0 port 21 -> 196.187.11.31 port 3128
 ->

It`s working O.K.
But some from machines do not need to be passed(missed) through proxy and
to direct on direct, as it can be made ?
It is possible to make with IP filter ? .... or proxy Squid-1.1.21 ?
