Well, if you were a FreeBSD user I would say check /etc/login.conf
for some limits imposed upon daemon processes or check kernel
parameters DFLDSIZE and MAXDSIZE for limits on the amount of
available memory the kernel will let a process have.

Something else to gander at is ulimits. Try setting all ulimits to
unlimited and running squid from the command line instead of bootup.
