Enabling Extendend Logging in the Access Log

I am trying to enable extendend logging and user agent logging for squid
v1.1.22
The following settings/configuration was used:

    #Makefile
    LOG_HDRS_OPT = # -DLOG_FULL_HEADERS=1

    #squid.conf
    log_mime_hdrs on
    useragent_log /usr/local/squid/logs/useragent.log

This did not work and the useragent log was not created.

Am I missing something else?
