Squid 1.2b23 does not obey cache_dir size limitation

I am running squid 1.2b23 and have noticed that even though I have the
following entry in my conf file squid still uses all the disk space on the
cache_dir volume until the resource is exhausted and squid is forced to
shutdown.

cache_dir /usr/local/squid/cache 15000 16 256

Also, for a large cache volume is there any advvantage in increasing the
setting for number of directories and sub-directories in the cache
directory, something like the following:

cache_dir /usr/local/squid/cache 15000 32 512
