How to make Squid 1.2 really use a Parent ?

        How do you make Squid 1.2 ACTUALLY use parents it has been given ?

This is the parent list

cache_peer whale.telstra.net parent 3128 3130
cache_peer kraken.telstra.net parent 3128 3130
cache_peer ozric.telstra.net parent 3128 3130

        This is what I get in the logs, 80% go DIRECT, 20% use the
Parent. How come Squid 1.1 seemed to obey its list, why does 1.2 not?
