Not quite, it will go to the parent most of the time, if you use ICP it
can decide to go direct if squid thinks your parent is too slow (see ICP
timeout in the config). Squid will also go direct for POSTs, and anything
in the heirarchy stop list. There is a config option to send POSTs to a
particular cache but this seems to have no fail safe DIRECT option.

I haven't yet been able to find a way to setup squid to fetch EVERYTHING
from it's parents unless all of them have gone away, then and only then
go direct.

From a cost management point of view (as opposed to performance
management) this facility would be very useful.
