Then I have no clue what your problem may be. It should work.

Summary:
* Squid is apparently running OK
* Squid is not bound to any specific network address (listening to
0.0.0.0:3128)
* Other services works using this interface.

What happens if you run "telnet ip_address_of_new_interface 3128" from
one of the stations and type some garbage?
