If your Squid cannot find requested object in its own cache, sibling host
will be queried for this. If sibling also hasn't it, your Squid will
establish direct connection to originated host to get document you need.

*--- Parent
If your Squid cannot find requested object in its own cache, parent cache
will be asked for this. After that parent cache will get you requested
document (from its own /parent/ cache or download fresh copy from
originated source). This mean, direct connection is never used.

There is reason to set your's ISP cache as parent, because of more
efficient use of link.
