Could you explain what bit of the explanation I put in squid.conf you
don't understand? Search for all the delay_* tags in squid.conf and it's
(I thought) pretty well documented for those who understand IP networks.
If you don't understand IP networks then you don't have much hope configuring
IP-based bandwidth control anyway =)
If you just want something pretty simple, use the delay_class1* tags and
ignore the (slightly more complex) other options.
