Where is cachemgr running?
Which hostname did you tell cachemgr to contact?
If running on the same machine and you specified localhost, then you
need to allow access from localhost. You only manager access to
locallan, but not to localhost. I usually only allow access to the
manager interface from localhost or the server where I run cachemgr.cgi.
