Seems quite simple to implement to me...

On request, check: are we connected? If yes, behave normally and try to fetch
(if needed). If no, return page in cache or an error if it's not there.

Now all we need is a recursive fetch like wwwoffle does (which is also the only
nice thing about wwwoffle... for everything else it sucks..)
