Help: about squid.conf

I can not understand the following sentence:
"Recompile squid with -DUSE_PROXY_AUTH=1. Uncomment USE_PROXY_AUTH in
src/Makefile. "

but in Makefile:
line 10:AUTH_OPT = -DUSE_PROXY_AUTH=1

What should i do?
