man ulimit (or the man page for your shell, probably bash)

or in short:
ulimit -aH

There are two limits. One soft limit which is the effective one, and one
hard limit which is the highest limit the process is allowed to raise
the limit to.

Squid automatically raises the soft limit to the hard limit when it
starts.
