download bandwidth controlling ?

HEllo,

I'd like to ask a question about squid and usage of link;

when a few clients connected through 33.600 dialup leased line start
downloading few big files from link, squid will try to download the files in
usual way, it can of course overload the link (even 2 mbit) for some time;
that's not good for another programs needing that link for other tranfsers;
IT can slow them down even if suqid does NOT need to have the files very
fast as long as clientc only can get 2-3kB per second (via 33600);

is there any possibility to restrict downloads not to overload the line ?
