From the df output above it is obvious to me that squid does use about 830
MB...

It means that
the rate new objects come in your cache = the rate stale/expired objects
are deleted from the cache

Nothing.
If you still insist to higher disk usage, you should tweak
refresh_pattern, max_age parameters.
