No. 80 is the default.

3128 is also the default for http_port..

The httpd_accel lines are only needed if you run Squid as a accelerator
or transparent proxy. It is not needed if you run a plain caching proxy.

There are defaults for all squid.conf directives, so you can run a
caching proxy with a empty squid.conf if you want, but it is strongly
recommended to at least restrict access using http_access and acl
directives.
