turn off IMS requests?

Ok I will just admit right now I haven't done the research so hammer me
at will.

Is there any way to turn off IMS requests? I want the proxy to hard cache
everything no matter what the client or server does.

Some of the images coming out of the webserver go away and the IMS fails after
that.

Here is my refresh line using 2.1.PATCH2

refresh_pattern . 60 50% 61 override-expire override-lastmod ignore-reload
