acl WEBMAIL dst 1.2.3.0/255.255.255.0 4.5.6.0/255.255.255.0
http_access deny !WEBMAIL

this will deny all except the class-C blocks 1.2.3.0/24 and 4.5.6.0/24 ...

the key is the "!"... denies anything not specified...
