no peer caches after SIGHUP

Hi squidders,
            I have just updated my cache to squid2/Patch2.

I find that after i send the squid process a SIGHUP, it no longer sends
ICP queries, and therefore sibling caches are not made use of.

The only way to reconfigure the squid successfully at the moment is to
kill the process, and wait for squid to shut down, then restart the cache
- often this will take quite a while.

Is this a bug, or am i meant to restart my squid in another way?
