Delay-pools limit more than specified

   Hello all,

   I set-up delay pools in Squid 2.1.PATCH2 with David Luyer's
squid-diff-9 patch. I set it up very simply:

   delay_pools 1
   delay_class 1 1
   delay_access 1 allow clients
   delay_access 1 deny all
   delay_paremeters 1 8000/8000

   This should impose limit of 8 KB/s aggregate bandwidth for "clients".
But in fact it seems that it limits it to half the value, ie. 4 KB/s (on
large downloads). Have I missed something? I tested this on a "test"
installation with single client.
