SQUID 2.2DEV3 on RH5.2

I installed squid 2.2.devel3 on my redhat server 5.2, kernel 2.036.
I compilled the squid very well,

The problem is
First:The cache directory doesnot exist

I run squid -z (as a root user)
then squid,
and the message is :
access denied to write swap directories then
Acces denied to write access.log, and cache.log
Also I donot have access.log and cache.log files in the
/usr/local/squid/logs directory.

What can I do?
