pb with asp

Using SQUID 2.1/PATCH2 under Redhat, I've got a little problem

The following URL didn' work
http://www.installshield.com/product/down.asp?prod=isexp

I got

While trying to retrieve the URL:
<http://www.installshield.com/product/down.asp?>
The following error was encountered:
* Access Denied.
                Access control configuration prevents your request from
being allowed at this time. Please contact your service provider if you
feel this is incorrect.

But others .asp like (http://www.5ci.lt/cgi-bin/default.asp) work fine.
Something to do with the ? in URL ?
