I am not an expert at squid and my opinion may be wrong here but if
it is wrong please let me know :)

I think you should decide them by calculating how many objects will be in
a directory, as I have seen on the running machines if there is more than
1000 files in a directory then the machine is slowing down when reading
from them. So if you have 10gb hard drive and lets assume that your cache
holds approx 20kb objects then you would probably have 500,000 objects
in your cache and if you do not want more than 1000 files in a dir
then you should have 500 directories, so it would be good to set the
level1 and 2 directories as 8 to 64
