SQUID refreshes itself before it is supposed to

Hello all,
 
We are an ISP, and our Squid proxy has been working fine for a while... but now it is removing old items before it is supposed to. We have 18.5Gb assigned to the proxy cache, and I have configured squid to start removing old items once the high-water mark of 90% has been reached... which then stops deleting old items when the low-water mark of 85% is reached.
But squid hits 61% and then decides that it will start deleting items.
 

What could be going on?
 
Below is a copy of the relevant section in my "squid.conf":

#cache_mem 8 MB

cache_swap_low 85

cache_swap_high 90

cache_mem_low 80

cache_mem_high 90
