Limit users on proxy

Hi,

I've got a squid version 2 proxy server running at our location. There is one or two users on the network that is using Go!Zilla to download software by the tonnes and by doing this, they are using 90% of our bandwidth.

Is there a way that I can limit these users not to download such a lot of data ?
