You probably haven't installed the gcc package when you installed
RedHat. See your RedHat users guide on how to install additional
packages (gcc is available on your RedHat cd).

Also, Squid-1.X is obsolete and no longer supported. If you are into
rebuilding Squid from source you should consider getting a more recent
(and supported) version, like 2.2.STABLE3. See http://squid.nlanr.net/
