        I don't think proxying semantics are defined
        for HTTP 0.9, so this is probably academic,
        but an HTTP 0.9 request should not result
        in any HTTP headers being returned (verified
        for Apache 1.2.4, IIS V? and Netscape Fast Track
        V?). It seems more likely that the program was
        exploiting a bug in the other proxy server and
        was expecting headers.
